Elaine Morrissey Joins IOC as Programme Manager

The Institute of Carpenters (IOC) has announced the appointment of Elaine Morrissey as Programme Manager, effective 21 September 2026.

In this newly created role, Elaine will lead the delivery of the Wood/Work programme — a CITB-funded in-work support initiative supporting circa 120 apprentices a year — while also managing the Institute’s relationship with its network of partner colleges and student members.

Elaine joins from the CITB, where she spent over seven years in roles of increasing responsibility, most recently as one of the Commissioners responsible for funding the Wood/Work programme’s first steps.

Earlier in her career, Elaine held training and operations roles at Yeovil College and Bridgwater College, with a consistent focus on apprenticeships and workforce development in construction.

James Filus, Director of the Institute of Carpenters, said: “Elaine brings exactly the blend of programme delivery experience and sector knowledge we need as we take Wood/Work and our college partnerships into their next phase.

“Her track record at CITB, working directly on apprenticeship and skills funding programmes, speaks for itself, and we’re delighted to have her joining the team at such an important time for the Institute and for construction skills more broadly.”

Elaine’s appointment comes as the IOC continues a period of transformation and modernisation alongside its partnership with National Association of Shopfitters (NAS), with a renewed focus on securing the future of the Wood/Work programme and strengthening ties with its college network.
